Refrigerated Freight Report January 21, 2026

Overview & Projections

During the Covid pandemic of 2020 and 2021, carriers faced shutdowns driven by low supplies and shipment volume, followed by volatility in 2022 as load volumes surged against limited capacity. The current market mirrors the ELD enforcement era of 2017 and 2018, with carriers exiting the industry — only this time, new Commercial Driver’s License (CDL) requirements are the catalyst. If these regulations aren’t updated before volumes increase, the upcoming summer produce season could become significantly more expensive.

Severe weather is also disrupting logistics, with winter storm warnings moving trough Southeast Wisconsin and all of Michigan early in the week, alongside weather-related issues in Upstate New York. These conditions are expected to constrain capacity and delay transit times. Additionally, a cold weather warning affecting the Upper Midwest and Midwest will force shippers to utilize reefer units instead of dry vans to protect cargo from freezing.

.

Arizona

Teams for multi picks are most challenging. Quality carriers continue to cost a premium.

California (Northern)

Rates are higher than previous years, but the market is loosening. Product is minimal and carriers will head south.

California (Southern)

Tighter coverage will support elevated rates. Disruptions will occur and having backups will help week to week.

Carolinas

Outbound volumes ae balanced which will aid carrier and reliability. Both states are stabilizing.

Eastern United States

Moderately tight but typical for this time of year. This will continue until springtime. Weather looks better this week.

Florida (Northern)

Freeze warnings in Southern Georgia and Northern Florida can affect sensitive vegetation. Outbound costs are consistent and will hold.

Florida (Southern)

Availability is steady, and reliable carriers are present. Expect this to persist.

Georgia

Freeze warnings in Southern Georgia and Northern Florida can affect sensitive vegetation. Outbound costs are consistent and will hold.

Idaho

Higher rates persist and limited availability is resulting in longer deadheads from neighboring states.

Midwest

Winter storm warnings are in Wisconsin and Michigan early this week. Michigan will be affected the most. Stability will occur throughout all other states.

New York

Weather will play a factor in Upstate New York all week. Carrier coverage will dwindle and become inconsistent.

Oregon/Washington

Produce areas near Yakima and Pendelton are the toughest areas to secure trucks. Outside of those, the region isn’t terrible for January.

Texas

Western parts are trying to strengthen. Dallas, Houston, and South Texas are demanding.
