EFS Refrigerated Freight Report, January 28, 2026

Overview & Projections

Winter Storm Fern is severely impacting the supply chain, disrupting freight markets across a 2,300 mile stretch that spans over 40 states. Heavy snow and ice have created logistical challenges from Texas to the Northeast, with significant delays expected in Texas, the Southeast, the Midwest, and the Northeast over the next coming weeks. As shippers’ slow production, outbound volumes will decrease and carriers are being compelled to reroute or shut down until conditions improve. The disruption is exacerbated by power outages affecting states such as Tennessee, Mississippi, and Louisiana. To aid in recovery, the Federal Motor Carrier Safety Administration has suspended hours of service regulations for carriers delivering essential supplies to emergency relief efforts.

Arizona

Carriers will proceed with caution on all freight moving east. Nonetheless, rates are stabilizing.

California (Northern)

Rates are enhancing statewide. Northern parts will present the best coverage. Central California is mediocre.

California (Southern)

Coverage is trying to strengthen but costs are still elevated. Delays will transpire moving east. Local and Western shipments will be favored.

Carolinas

Region is also dealing with icy conditions and power outages. Coverage is spotty.

Eastern United States

Limited availability until the weather subsides. Accumulating snow will halt carriers until road conditions are driveable.

Florida (Northern)

In and around Atlanta is dealing with icy conditions and power outages. Will take a few days to improve. Florida is manageable and on schedule.

Florida (Southern)

Availability is steady and reliable carriers are present. Expect this to persist into February.

Georgia

In and around Atlanta is dealing with icy conditions and power outages. Will take a few days to improve. Florida is manageable and on schedule.

Idaho

Tighter market until winter weather subsides. Expect higher demand for trucks until March.

Midwest

Winter weather and cold temps are going to make the region more challenging until road conditions are suitable.

New York

Inconsistencies will occur week to week. Expected higher costs until Northeast can strengthen again.

Oregon/Washington

Yakima and Eastern Oregon are the most challenging areas but outside of that conditions are positive. Better opportunities to find carriers.

Texas

Icy conditions and power outages will slow production. Carriers will be hesitant to roll until conditions improve.
